[ros-release] Preparting Hydro and Indigo Syncs

Hi,

We'd like to push new Indigo and Hydro syncs.

@stonier there's still an issue with the rosjava messages. it looks like
there are a few dependencies which are not building.

Hydro maintainers please know we're approaching EOL for Hydro and new
builds in the future may not be possible so make sure to test any new
releases heavily as you may not get another chance to patch them.

Indigo maintainers, if you have any reason not to sync indigo please let me
know otherwise we will sync when the buildfarm catches up. We may chose to
start holding releases to give the buildfarm a chance to catch up.
