[ros-users] New Mirroring method for API docs

Hi Everyone,

As predicted in my previous email we have now also upgraded the wiki dump
to use rsync.  The new instructions are available at:
http://wiki.ros.org/Mirrors

An incremental update can be done now in less than a minute.
