[ros-users] Jade Beta Preparations

Just as a follow up to this, we've had a lot of collisions on bloom
generated pull requests on https://github.com/ros/rosdistro.

I've just pushed a new version of bloom (0.5.20) which should hopefully
address this issue. So if you're doing releases for Jade, please make sure
to update bloom first.
