[ros-users] Updates to REP-0008

REP-0008 is our Python conventions REP, and since the introduction of
catkin some things have changed and therefore REP-0008 needed updating. I
put together some necessary changes and if you're interested please review
them and vote up or down (+1 or -1):

I'll merge it by the end of the day unless there are concerns raised on the
issue. Changes can always be made after that as well. And in the spirit of
bug squashing day, if you have some time you could help us fix up
documentation to reflect these changes! They are tracked in this ticket:
