Announcing vapor-master

[Vapor-master](https://github.com/roshub/vapor_master) is a drop in replacement for rosmaster enabling high availability ROS service discovery. Vapor removes the single point of failure fundamental to ROS1, enabling new options for achieving scale without sacrificing stability.

Vapor makes it possible to scale ROS 1 workflows to cloud scales, support hot-swap scenarios, and accomplish redundant handover. All without significantly modifying legacy code.
