I've been learning rust recently, going through [The Book](https://doc.rust-lang.org/book/), as well as [The Cargo Book](https://doc.rust-lang.org/cargo/index.html) to get a better grasp on both the memory safety features of the compiler and build ecosystem. Would there be any other folks who'd like to help start a working group for developing rclrs client library?
