Can you try downloading the file with wget or something and running
rosinstall on a local copy?

~/rosinstall -o ~/ros my_rosboxturtle_file.rosinstall

roswtf only takes launch files as arguments. Maybe it should have a better
error message, but "robot_model" is a launch file. You can see what roswtf
says about robot_model by running:

roscd robot_model
roswtf
