[ros-users] Repo: win-ros-pkg

New repository to support ros development on windows:
http://code.google.com/p/win-ros-pkg/. Could you please add it to the ros'
wonderfully large family of repositories?

It looks a bit bare at the moment, but currently moving code in from our
internal servers over the next couple of days and would like to start
hacking the wiki pages. Once I have some instructions documented, I'll make
a more detailed announcement here.
