[ros-users] Groovy specs on REP 003

As mentioned here:

we need to update the specs for Groovy for REP003:
- attempted release date October 15th
- supported Ubuntu releases: Precise and Quantal
- Python 2.7.3
- boost 1.48 ? What could break with such a bump from 1.40 ?

Any other suggestions ?
