There is already a Ceres package available from packages.ros.org. I'm on Trusty, and the packages `libceres` and `libceres-dev` have version number 1.8.0. I think it's this one:
https://launchpad.net/~mikeferguson/+archive/ubuntu/ceres-solver . Did you try it? Is it too old?
