As mentioned in the [Windows Development Setup instructions](
https://github.com/ros2/ros2/wiki/Windows-Development-Setup#installing-visual-studio) we only test with Visual Studio 2015 at the moment. So I would highly recommend you to follow the instructions / stick to the same versions especially when using ROS 2 the first time.
