In the dockerfile for the official images, only the target application focused packages are pinned. There are sometimes other supporting packages installed, but are not necessarily pinned, e.g. `gnupg2`.

I was actually thinking of whether the metapackages themselves do any version pinning (as in: in their `Depends` fields). But that doesn't appear so. The current setup appears to work because the repositories don't retain any old packages.
