I'd suggest taking a look at bloom's current template for catkin (ROS 1) packages: https://github.com/ros-infrastructure/bloom/blob/91ba7f133ecb773a20a1d2735cd1c9afc35cc2b8/bloom/generators/rpm/templates/catkin/template.spec.em

Packages built with bloom templates use the default build tool for their build type, cmake for cmake, catkin, and ament_cmake, and python setuptools for python packages respectively rather than using the recommended build tool for working with source workspaces.
