Just to answer the original question from @mkhansen: I personally feel that another ROS1 LTS release in 2020 is needed.
My main reasons are that I fear a loss of trust in the ROS-brand in general and the destruction of value for existing endeavors that have committed themselves to ROS1 long-term, in particular. I share the fear of other posters that the effective quality of ROS1 support will decline much earlier than the EOL of any last ROS1 LTS.
