The latest release of common_rosdeps has the manifest.xml. There are
two options for getting this version:
1) Install ros-electric-*
2) Use 'ros-shadow-fixed' as the repository instead of 'ros'
(packages.ros.org/<repo-name>)
I have been holding the unstable debs to pre-feature-freeze week in
order to give people a 'stable' option to play with while electric
integration continues. I will also be sending an announcement re: the
electric debians being available soon.
