[Ros-release] urlopen error

We had a misconfigured url which was getting double substituted.  When this
job finishes I expect that both these issues will be resolved:
http://jenkins.willowgarage.com:8080/job/_groovy-reconfigure-release-jobs/372/

I was able to reproduce this on hydro jobs and it's fixed for them now.
