[Ros-release] rosdistro tests broken?

I am trying to release image_common-1.10.4-0 to Groovy. The trivial
rosdistro update failed on Travis for what looks like extraneous reasons.

Should I try to run the test again? If so, do I need to submit a new pull
request? Or, does someone need to repair rosdistro?
