The cturtle version should work.

The commands you listed work fine on Ubuntu on both cturtle and
unstable (with an extra "rosrun dynamic_reconfigure" for the
"dynparam" command).

Mostly likely some kind of build problem. Maybe some dependencies were
not detected or resolved correctly?
