[ros-users] [Discourse.ros.org] [Quality Assurance] Maintaining and releasing orphaned packages

As we proposed in the ROSCon 2017, we're interested in how we can maintain and keep releasing orphaned packages.

I have created REP regarding this issue at  - https://github.com/ros-infrastructure/rep/pull/150, hope this will help when we discuss  the item Formalize the code ownership process and Im willing to hear any feedback on this idea.
